If you haven't already done so -- open your pack, right click on the manual, and use it. You can bring up the recipe window by typing L and add Cheap Ammunition to the crafting queue.

While the crafting process counts down in real time, you can continue exploring, scavenging, and harvesting.

If you close the active recipe window, reopen by typing L and clicking the card-like icon in the lower left.
