Note
Ben Carson is not actually in Last Stop. He is located at a Gas station to the south of Last Stop on the Union Plains, inside one of the buildings by the Ammunition Merchant. Go to Last Stop and follow the road south...the gas station is on the left (east) side of the road. There's a huge cone-shaped piece of debris in front of the station.
