Whitewash
Before the Fall, GlobalTech began a training program to create a private security force that ostensibly could provide troops when the military was running short of personnel. The program, called Whitewash, was headed by Alex Nicholson, a psychiatrist with an interest in "MK-ULTRA" methods of programming, including the liberal use of hallucinogens and physical and psychological tortures. Nicholson recruited candidates through a psychiatric hospital, particularly focusing on patients exhibiting a propensity towards violence and positive responses to authority figures.

Whitewash
Russian history professor Michael Pavlovich was just what Nicholson was looking for. Pavlovich's wife had left him after years of putting up with his binge drinking and womanizing. Shortly after his divorce, Pavlovich was fired from his job after being found guilty of harassing one of his students. Because he occupied university housing, Pavlovich was told to pack his bags and vacate the premises.

And yet, Michael Pavlovich hadn't actually approached the young woman who had accused him. Discovering that his ex-wife had paid the student to accuse her former husband, Pavlovich suffered a psychotic break. He drove to his ex-wife's apartment and stabbed her to death with an antique NR-40 Soviet combat knife passed down from his grandfather. Pavlovich was found Guilty But Mentally Ill and remanded to Alex Nicholson's psychiatric hospital.

Whitewash
During the programming, Pavlovich began entertaining fantasies grounded in his knowledge of Russian history. He believed that Nicholson was the descendant of Tsar Nicholas II and the rightful ruler of the Russian Empire. He also claimed Whitewash was gathering the remnants of the Imperial White Army to reform and rebuilt the empire.

Pavlovich was so convincing to the other inmates that soon he had a small cadre of the criminally insane calling him Voivode and calling Alex Nicholson, Tsar Alexei. Early tests of the men's loyalty provided excellent results. "Tsar Alexei" once told his new Voivode that one of the orderlies was plotting to kill him. Immediately, the Voivode organized a small group to quietly kill the orderly. They were so successful that no alarms were raised during the attack and none of the men were implicated in the man's death.

GlobalTech, pleased with Nicholson's progress, was ready to loose the Whitewash recruits upon the world. They created a business front, White Crow Security, and provided false identity for Pavlovich and his men. Pavlovich believed GlobalTech to be a corporate force dedicated to rebuilding an empire for the tsar and saw the White Crow as the new White Army. New recruits need not be as dedicated to Pavlovich's cause, but in order to rise in the ranks, members have to show an increasing belief in and dedication to "Tsar Alexei" and the Voivode.

The training program continued to create well-trained, fanatically loyal psychotics. As the group's ranks swelled, a number of the directors of GlobalTech began to grow concerned that the White Crow's loyalty was not to the company, but to Nicholson alone. Nicholson was eliminated, and Pavlovich was told that the tsar had gone into hiding away from his enemies. Over time, Pavlovich created a mythos surrounding the tsar's disappearance, and subsequent Voivodes have continued to embellish the tale.
