This is a small out of the way spot that Bing Tangelo sends his less-than-skeptical customers after selling what he claims is oceanfront property in "Sunny Malibu". It's unknown whether the dead around the sign were murdered or had simply succumbed to the wasteland, but their deaths are easily attributed to Bing Tangelo all the same.
