As the patch notes 1.3.1 says this item was one of three rewards in faction mission where you have to kill 3 Human League veterans in the middle of The Gallows (Recovered Human League Supplies, Torn Human League Patch, Stolen Mutant Trophy). These rewards have been changed to Hard Hat and Militia Helmet.
